Incorporation	Since the start of 2008 there has been increased public interest in incorporating as a city. This is "the meta-issue", a change in legal organization of El Dorado Hills that affects almost all other issues either directly due to state law or indirectly by bringing public policy decisions under local control and by providing representation for the city in numerous local agencies. Obtaining adequate traffic patrol	EDH needs traffic patrol, has nearly none. It looks like the most feasible alternative requires changes in state law. Update, December 2007:  Assemblyman Alan Nakanishi has decrlined to go forward with the Citizens Alliance's proposal to authorize traffic patrol by the El Dorado County Sheriff. Elk Grove Connector	SACOG's plan for the El Dorado terminus would increase traffic congestion near Town Center. The Connector's route in our area needs consideration of routes, including ways for traffic from the east to bypass EDH. Also, we have yet to have a public hearing in EDH to consider the Connector. General Law Enforcement	We anticipate that the rate of EDH growth is likely to require increasing Sheriffs Department services faster than currently planned.	Position Paper 07-07
CSD Business Park Annexation	The EDH Business Park should pay its fair share of parks development impact fees to the EDH CSD, recognizing that a portion of nonresident employees will use CSD's public parks. The CSD needs to annex the Business Park in order to have legal standing to pursue fair-share collection of these impact mitigation fees.	Position Paper 07-09
Nonresidential Park Fees	Nonresidential development contributes to the load which must be born by the EDH CSD's public parks, but a County Ordinance prohibits assessing corresponding development fees on nonresidential development. The County Ordinance should be repealed, nonresidential development should pay its fair share to mitigate its impacts to CSD park needs.	Position Paper 07-08
Floor Area Ratios	A General Plan amendment increases Floor Area Ratios for commercial, industrial, and R&D land uses. Its Draft EIR shows heaviest impacts will be In El Dorado Hills, which is forecast to supply up to 81,501 jobs at buildout. EID Water Treatment Plant expansion	EID is planning substantial expansion of capacity to treat and supply potable water to meet growth-induced needs in EDH. This involves expansion of the water treatment plant on Francisco Drive and installation of new pumps and water mains.	no position paper
Empire Ranch Road interchange with US 50	This new interchange is essential to EDH traffic on arterials serving the Business Park, Town Center, and new residential areas being build out south of US 50. Business Park employee population cap	The General Plan's policy defining an employee population cap of 10,045 people in the EDH Business Park sunsets in year 2025. It should stay in place until we have adequate increases in road network capacity.	Position Paper 07-05
County General Plan	Basic county-wide land use planning philosophy, adequacy of traffic infrastructure, protection of  open space between EDH and adjacent communities, and alternative land use plans to limit urbanization of El Dorado Hills.	no position paper yet
Public meetings in EDH	The EDH CSD alone has been averaging about 14 public meetings per month in EDH. Can the County bring meetings to EDH when it considers public policy for EDH? Can it empanel EDH citizens to make decisions specific to EDH?	no position paper yet
Protecting native oak trees in western El Dorado County	General Plan Policy 7.4.5.2 protects native oaks, but it includes exemptions that effectively eliminate these protections. Those exemptions should be repealed.	Position Paper 07-02

Lesarra and Traffic Capacity	Lesarra Attached Homes is building a 160-unit condominium project and is requesting amendment of its Tentative Map's Conditions of Approval to permit completion of construction and occupancy of units before designated road system improvements are in place. We prefer to assure that road system improvements for traffic capacity and safety are completed prior to the need for them.	Position Paper 07-10
