| Community vision, values, and goals |
We think County decision making and the General Plan are
based on a somewhat different vision and values than that of
most EDH citizens. EDH needs
additional focus on our citizens' vision, values, and goals.

Increase public outreach. A good existing example is the County of Maui's 2003 Focus Maui Nui project. Apply results to all County government processes and to revision of the General Plan.

Locally focused planning
|
El Dorado Hills is large enough to need a higher level of locally-focused planning.
|
Add an El Dorado Hills Community section to the General Plan. This needs to be very substantially comprehensive and detailed.

| Locally focused government |
Translating
community vision to community policy requires community presence. In
some cases the size of EDH will increasingly require locally based
services. |
Consider strengthening representation of EDH in bodies making or implementing policy for EDH.
Provide additional services through facilities located in EDH.
