Board of Supervisors to reconsider Theater authorization

On Tuesday the Board of Supervisors will hear an appeal of a Planning Commission decision to permit use of a building in the El Dorado Hills Business Park for live theatrical performances. The appeal is being brought by homeowners whose lots abut the rear parking lot of the theater building, questioning whether planned noise mitigation measures are sufficient. County staff indicates that acoustical analysis and restriction of the theater's hours of operation will avoid inappropriate noise impact.

The Citizens Alliance has not taken a position on this. We recognize that many members feel that live theater in El Dorado Hills would be a valuable asset to the community. We also recognize that homeowners have a reasonable right to use their property without excessive noise.

A dispute such as this could have been avoided if land use planning had provided a buffer zone between the Business Park and the adjacent residential area, such as the 200-foot buffer zone which the 2004 General Plan requires between agricultural parcels and parcels with an incompatible type of land use. We should note this example and consider recommending a General Plan amendment for future land use planning.

County committee to consider Oak Woodlands policies

Last week's Planning Commission meeting chartered a new ad hoc committee of stakeholders to discuss Oak Woodlands Guidelines, for interpreting 2004 General Plan policies on retention of oak woodlands and of native oak trees. If you are interested in oak woodlands issues or have knowledge that would be of value to this committee please call Monique in Planning Services at (530) 621-5355 and ask to attend.

The Citizens Alliance still has concerns that certain exemptions in General Plan policies for retention of native oak trees substantially negate the intent of the policies. Details are discussed on this web page. We probably will submit written comments to this committee but may not be able to send a representative to its Thursday meeting.  If you have recommendations for our comments please let us know by email as quickly as possible.
